พัฒนาการและการปรับตัวของตลาดชุมชน: ทางเลือกเพื่อการพัฒนาเกษตรผสมผสาน

บทคัดย่อ

การวิจัยค รั้งนี้มีวัตถุประสงค์เพื่อศึกษาพัฒนาการ การปรับตัว และปัจจัยเงื่อนไขที่ส่งผลต่อการคงอยู่ของตลา ดชุมชนภายใต้โครงการฟื้นฟูสภาพแวดล้อมที่เสื่อมโทรมในเขตปฏิรูปที่ดินด้วยการพัฒนาการเกษตรแบบผสมผสาน (คฟป.) จ านวน 8แห่งในพื้นที่4จังหวัดได้แก่มหาสารคามขอนแก่นสกลน ครและ มุกดาหารวิธีศึกษาใช้ระเบียบ วิธีวิจัยเ ชิงคุณภาพมีการรวบรวมข้อมูลโ ครงการในช่วงพ.ศ.2547-2563ด้วยก ารส ารวจพื้นที่การสนทนากลุ่มและการสัมภาษณ์ผลก ารศึกษาพบว่าการเกิดขึ้นของตลา ดชุมชนทั้ง8แห่งช่วยส ร้างความมั่นคงด ้านเศรษฐกิจของชุมชนสร้างคุณค่าทางสังคมแก่คนในชุมชนทุกกลุ่มวัยและ เกิดการฟื้นฟูอาหารและพืชผักพื้นบ้านระยะต่อมาหลังจากโครงการคฟป.สิ้นสุดลง ในปีพ.ศ.2553 ตลาดชุมชนมีการปรับตัวท าให้เกิดรูปแบบที่พบในปัจจุบัน4แบบด้วยกันได้แก่รูปแบบแรกมีการขยา ยตัวสูงอย่างต่อเนื่องและ มั่นคงจ านวน2แห่งรูปแบบที่สอง แยกตัวเปิดขายสินค้าเป็น3ตลาดจ านวน1แห่งรูปแบบที่สามคงอยู่แต่ไม่ขยา ยตัวจ านวน2แห่งและ รูปแบบที่สี่หยุดด าเนินการจ านวน3แห่งปัจจัยเ งื่อนไขที่ส่งผลต่อการคงอยู่ของตลาดชุมชน ประกอบด้วย1) ชนิดสินค้าที่หลากหลาย และมีความเป็นเอกลักษณ์เฉพาะท้องถิ่น2)ท าเลท ี่ตั้งและสภาพชุมชนใกล้เคียง3)ระบบการตลาดอื่นในชุมชนและ พื้นที่ใกล้เคียง ที่ช่วยเ สริมให้ตลา ดชุมชนมั่นคงมากขึ้นเช่นร้านค้าในชุมชนและตลาดนัดคลองถม เป็นต้น และสุดท้ายปัจจัยส าคัญที่สุด คือ 4) ความเข้มแข็งของคนในชุมชนทั้งนี้เพื่อให้ตลาดชุมชนมั่นคงมากขึ้น ควรมีการยกระดับศักยภาพการบริหารจัดการตลาดให้มีสีสันและเอกลักษณ์เฉพาะตัวที่สร้างแรงจูงใจขยายฐานลูกค้าจากภายนอก
